লিগ অব নেশন্স

৮ জানুয়ারি ইউএস প্রেসিডেন্ট উড্রো উইলসন কংগ্রেসে বিশ্ব শান্তির জন্য তাঁর বিখ্যাত ১৪ দফা উত্থাপন করেন। এই দফাগুলোর শেষ দফা অর্থাৎ ১৪ তম দফায় – বিশ্ব শান্তির জন্য একটি বিশ্ব সংস্থা গঠনের প্রস্তান করা হয়। ‘লিগ অব নেশন্স’ হিসাবে এর সনদ গৃহীত হয় ১৯১৯ সালে।

১৯২০ সালের ১০ জানুয়ারি ৪০ জন সদস্য রাষ্ট্র নিয়ে গঠিত হয় LN(League of Nations). সংস্থাটির শেষ পর্যন্ত সদস্য সংখ্যা ছিল ৫৮ টি। এর সদর দপ্তর করা হয় সুজারল্যান্ডের জেনেভায়।
এই সংস্থাটি ১৯৩৯ সাল পর্যন্ত কার্যক্রম চালিয়ে ছিল। দ্বিতীয় বিশ্ব যুদ্ধের সময় এটি সম্পূর্ণ অকার্যকর হয়ে পরে। এবং ১৯৪৫ সালে জাতি সংঘ প্রতিষ্ঠার মাধ্যমে ১৯৪৬ সালের ২০ এপ্রিল LN বিলুপ্ত হয়।

ইউএস তথা প্রেসিডেন্ট উড্রো উইলসন LN প্রতিষ্ঠার মূল ভূমিকা পালন করলেও ইউএস এ সংস্থায় যোগ দেয় নি। জার্মানি কে LN এর শর্ত সমূহ পালনে বাধ্য করার জন্য সুইজারল্যান্ডের লৌকর্নে ‘লোকর্ন চুক্তি’ এর মাধ্যমে সদস্যপদ দেওয়া হয়।

League of Nations mandate
At the end of the First World War, the Allied powers were confronted with the question of the disposal of the former German colonies in Africa and the Pacific, and the several non-Turkish provinces of the Ottoman Empire. The Peace Conference adopted the principle that these territories should be administered by different governments on behalf of the League – a system of national responsibility subject to international supervision.[81] This plan, defined as the mandate system, was adopted by the “Council of Ten” (the heads of government and foreign ministers of the main Allied powers: Britain, France, the United States, Italy, Spain, and Japan) on 30 January 1919 and transmitted to the League of Nations.

ম্যান্ডেট ব্যবস্থায় প্যালেস্টাইন অঞ্চলের শাসন কার্য পরিচালনার দায়িত্ব প্রাপ্ত হয় বৃটেন।

Other bodies
The League oversaw(তত্বাবধান বা দেখাশোনা করেছিল) the Permanent Court of International Justice and several other agencies and commissions created to deal with pressing international problems. These included the Disarmament Commission, the Health Organisation, the International Labour Organisation (ILO), the Mandates Commission, the International Commission on Intellectual Cooperation (precursor(অগ্রদূত) to UNESCO), the Permanent Central Opium Board, the Commission for Refugees, and the Slavery Commission.
Three of these institutions were transferred to the United Nations after the Second World War:

  1. the International Labour Organisation,
  2. the Permanent Court of International Justice (as the International Court of Justice)
  3. the Health Organisation (restructured as the World Health Organisation).
